1 : THE LEAGUE
Back League Rules Indexi) The league shall be known as the Worcester Friendly Skittle League .
ii) The League shall be governed by a Management Committee . The Committee shall consist of a Chairman , Vice Chairman , Treasurer , General Secretary , Assitant General Secretary , Competition Secretary , Assitant Competition Secretary and one delegate from each Division of the League , where possible , independent of Officers . Members may be co-opted .
iii) All Officers to serve for TWO YEARS , elected alternate years to maintain continuity . Committee members to be elected annually . Vice Presidents to be elected annually at the descretion of the Annual General Meeting Except assitants and/or deputies to Officers who shall be appointed by the Management Committee .
iv) The Agenda for an Annual General Meeting to be formulated at the end of season delagates meeting .
v) All winning teams and/or indivduals who fail to attend the Annual Presentation to collect their awards shall forfeit these unless advanced notification with good reason for non-attendance has been given . Any and all trophies so forfeited shall be retained by the league for future use .
2 : TEAM MEMBERSHIP
Back League Rules Indexi) That re-entry application be made annually in writing to the League Secretary FOUR WEEKS before the Annual General Meeting accompanied by the Annual subscription in force .
ii) New team applications to be made in writing to the League Secretary NOT LESS THAN one week prior to the Annual General Meeting accompanied by the annual subscription in force . In the event of a new team application NOT being accepted by an Annual General Meeting , monies forwarded shall be refunded .
iii) The annual subscription of £50.00 (or some other amount agreed by an Annual General Meeting), shall cover the costs of the Team & players registrations , Competition Fees & a Score Book .
iv) Should a team fail to fulfil its obilgations after entry / re-entry before the season commences (or any time thereafter ) , ALL FEES PAID are forfeited .
v) Should it become necessary for a team to with draw during the playing season without completing its obilgations , its members shall be summoned to attend a Management Disciplinary Committee Meeting .
vi) MEETINGS :- Any Team failing to send a reprexentative to , or a written apology for non-attendance at any meeting called by the league for any purpose shall incurr a fine of NOT LESS THAN £5.00 .
3 : PLAYERS MEMBERSHIP
Back League Rules Indexi) All players shall be male & registered with the league secretary at least 7 (SEVEN) days before the start of the season on the correct registration form . Team failing to regitser on time shall incurr an automatic fine of not less than £5.00 . Handbooks & score books will NOT be issued unless the team registration card has been submitted .
ii) To register a new player during the season a correctly completed registration form must be with the League Secretary at least 24 hours before qualifying to play in any match . Latest date for players registrations shall be March 1st . in exceptional circumstances players registrations may be registered after this date if approved by the management committee.
iii) Once a player is registered with a team he shall play for that team ONLY .
iv) NO PLAYER registerd with a TEAM in this league can play in the WORCESTER & DISTRICT LEAGUE concurrently . Should a player be found doing so he will be banned for a season or some other length of time determined by the Management Committee .
v) The minimum age of a player to be 16 years except each team is allowed to register & play one player aged 15 years .
4 : PLAYERS TRANSFERS
Back League Rules Indexi) That a player may transfer from one team to another within the league . A Transfer Card bearing the players signiture & both teams secretaries signatures to be forwarded to the League Secretary & the transfer shall be effective 7 days after the receipt of the transfer card by the League Secretary .
No inter - team transfers after December 31st .
Transfered players become "CUP - TIED" , see competition Rule 13, para (iv).
ii) Inter League Transfers : Any player , after registering in this league , wishing to play for a team in the Worcester & District League MUST complete a transfer card in duplicate , one copy of which will be submitted to the WDSL showing cancellationof this league's registration . Any player who has been registered with theWorcester District League & wishes to play for a team in this League must obtain a transfer card showing his registration with the WDSL has been cancelled & submitt with a registration card to the League Secretary .
5 : INELIGIBLE PLAYERS
Back League Rules Index(Definition - Any player NOT properly registered or transferred or using an assumed name).
That in the event of a team playing an ineligible player , that team shall be held responsible . The defaulting team shall be summoned to a Management Disciplinary Committee meeting . The Management Committee shall determine any punishment deemed necessary to both the defaulting team & player . Points deduction , fines disqualification , players suspension or any other punishment deemed appropriate will be determined by the Management Committee . In all cases the Management Committee's decision will be final.
6 : ALLEY , LINE PINS , BALLS
Back League Rules Indexi) Alley to be clean & well lit , particularly over pins frame . Bowling line to be panited white 7.5cms , (3 inches) , , across the alley , approximatley 10 metres , (33 feet) , from the FRONT pin of the diamond .
ii) Nine pins of uniform size to be painted white 4cms (1.5 inches), wide around the top . The front (KING) pin to be painted white 4cms , (1.5 inches ) , wide from top to bottom to face bowler . Alternativly can be black & white halves . Quarter Pins are to be numbered 1 and 2 .
iii) All pins to be set on centre of the plate .
iv) Balls of wood or composition should not exceed 13cms , (5..25inces) approxmatley in diameter . One set of three balls only to be in the trough at the start of a match.
7 : THE MATCH
Back League Rules Indexi) That the alley must be open & pins & balls available to visiting team but this MUST NOT delay the start .
ii) That all League matches shall comprise of teams of twelve players each palying five legs & boowling three balls each leg in turn .
iii) That ALL matches shall start no later than 8.30 p.m. . Actual time of starting shall be shown on the result sheet , to be signed by both teamcaptains . Late starting of matches shall be reportted to Managmment Committee .
iv) Any team commencing a match with less that twelve players sla fill in the vacant position/s before the start of the THIRD leg or continue with a depleted side .
v) All players must be on the alley to bowl in oreder & without delay for legs 3,4 & 5 .
vi) No player can bowl off without the permission from the opposing Captain .
vii) PIN OFF PLATE: That if a pin is moveed by ball or anther pin so that it is clear of its original plate but still standing , that pin is down & shall be removed .
viii) ABANDONED MATCH: That in the event of circumstances , (e.g , flooding , power failure ) , causing the adandomment of a match , the HOME team secretary or Captain shall re-arrange the whole match within 28 days or before the end of the season , whichever is the shorter .
ix) Postponement of any league match is prohibted . Any team failing to fulfil a fixture shall concede to their opponents maximum (20) , points , & shall submitt , in writing , an explanation to the League Secretary. Further team representatives may be called before a Disciplinary Committee Meeting .
x) The League Results Secretary shall be notified of any abandoned match & the rearanged date . He shall refer any disagreement or difficulties with the re-arrangement of a match to the Management Committee for a decision .
8 : STICKER-UP
Back League Rules Indexi) That teams shall provide their own Sticker - up at home & away matches & both shall be empolyed on the alley at the same time for the duration of the match .
ii) They are responsible for calling the correct score . In the event of a dispute the linesman & both Captains must be consulted .
iii) Recommnded minimum age for stickers - up is 16 years .
9 : LINESMAN
Back League Rules Indexi) That ALL League & Competition matches MUST have linesmen , to be appointed by the captain before the start of the match . During the time one team is bowling , the opposing teams linesman shall rule the line & shall be responsible for calling OVER & CUSH balls BEFORE ball makes contact with the pins . Pins floored by over & cush balls shall be reset .
ii) Where a team changes its Linesman every leg . no linesman shall leave his seat until he is properly replaced , thus allowing the match to continue without delay , (meaning - linesman must not leave his seat at the end of a leg to fetch his replacement ) .
10 : RESULTS
Back League Rules Indexi) That ALL league & Team Competition Result Sheets shall be sent to the League Results Secretary . For League matches , the home team Secretary or Captain ; for Competition matches , the WINNING team Secretary or Captain ; for Singles & Pairs Knockouts the OFFICIALS in charge are responsible for submitting the result sheets within 72 hors of ALL matches to the competition Secretary .
ii) That Result Sheets recieved late , (in excess of 72 hours) , shall after ONE WRITTEN warning , incur an AUTOMATIC FINE of £5.00 or other amount determined by Management Committee . For a third & any subsequent Late result sheets , the Fine shall increase on an ascending scale as determined by the Management Committee .
11 : LEAGUE POSITION
Back League Rules Indexi) That 10 points shall be awarded for a win & 5 points for a tie . 2 bonus points shall be awarded to the team with the highest score on each leg . 1 bonus point shall be awarded to each team for tied legs . Each team is treated seperatley - maximum bonus points are 10 .
ii) In the event of a team being unable to fulfil its fixtures after the start of the season , any & all points gained from matches against that team shall be deducted from the culmulative total of points gained .
12 : KNOCKOUT COMPETITIONS
Back League Rules Indexi) That in all competitions . (including the end of season Champions of Champions), start shall be decided by the toss of a coin .
ii) Should there be a tie in any match , in any round of any competition, additional leg/s shall be bowled to decide the winners .
iii) BOWLING OFF: No bowling off without the permission of the oppsoing Captain . In the event of any match requiring extra leg/s any player who has bowled off shall NOT be permitted to participate any further in the match. (i.e. teams who have had player/s bowl off must bowl extra leg/s with depleted team . Bowling off is FIVE legs only).
13 :TEAM KNOCKOUTS
Back League Rules Indexi) Postponement of matches is NOT permitted . Matches shall be played on the schduled date or conceded to opponents .
ii) Results - Rule 10 applies .
iii) A tean unable to fulfil a competition round shall notify the Competition Secretary at least 72 hours before the schduled date . A team failing to notify cancellation shall incur a fine or penalty determined by the Management Committee .
iv) TRANSFERS: Any player who has played in a Round in any team competitions is CUP TIED in that Competition for his new team.
v) COMPLAINTS: To be submitted to the Competition Secretary within 3 days for consideration by the Management Committee .
vi) STARTING TIME: Rule 7 (iii) applies .
vii) LATE ARRIVALS : Rule 7 (i) & (iv) applies .
14 : SINGLES AND PAIRS
Back League Rules Indexi) Maximum number of entries from each team will mbe determined by the Compittition Secretary . Currently - SINGLES - 10 per team. PAIRS - 5 per team.
ii) An entrance fee of 50p per player , (or some other amount as to be assessed) , shall accompany , the entry application form in these competitions . All competing player will pay a sticker - up fee , to be determined by the Management Committee , at each round of these competitions.
iii) MATCH: These shall mbe organised by the Competition Secretary & timed to take maximum use of the alleys booked .
iv) Linesmen to be used in all rounds & shall be appointed by officials .
v) Whre players fail to attend any round of these competitions , a FINE shall be imposed by the Management Committee on the Teams they represent .
vi) All teams , as & when requird , shall assist with the running of various rounds of these competitions by providing TWO players to act as Officials & a Sticker -up.
vii) Any selected officail for these competitions who fails to fulfil his obilgations in accordance with the directions form the Competition Secretary shall incur a FINE to be assesed by the Management Committee .
viii) RESULTS: All results sheets in Single & Pairs Competitions to be returned to the Competition Secretary within 72 hours by the officials .
15 : KING PIN - Team Knockout & Singles
>Back League Rules Indexi) The KING , (front) Pin to be floored by a direct delivery by a ball first before scoring . The King Pin floored by any other means ONLY to be re-set . Any pins floored before the King Pin shall be lost to the player. Once the King Pin has been struck by a ball & all pins floored (a spare) , the remaining ball/s need not strike the King Pin First.
Competition Notes :
i) Advice of Competition draws etc , to be in the hand of Team secretaries/Captains not less than 7 days before the Competition Round takes place .
ii) The Competition Secretary is empowered to omit from the following round any match where the result sheet is not recieved within the presicribed 72 hous , without prior reference to the Management Committee .
16 : COMPLAINTS
Back League Rules Indexi) That all complaints shall be made in writing to the League Secretary within 3 days of the CAUSE for complaint.
ii) All written complaints received will be referred to the Management Disciplinary Committee for consideration . The Committee is empowered to call before it any team , team representatives or other individual members to assist woth its enquires to resolve the complaint .
iii) THE COMMITTEE IS EMPOWERED , AFTER INVESTIGATION , TO IMPOSE ANY FINE , SUSPENSION , DISQUALIFICATION OR OTHER PUNISHMENT DEEMED APPROPRIATE ON ANY TEAM OR INDIVIDUAL .
17. That teams MUST advise any & all changes of secretary &/or address to the League promptly .
18. That any alteration to rules must be submitted to the Management Committee AT LEAST 14 DAYS before the end of the seaqson Delegates Meeting .
19. That any team or player defaulting on any Rule shall be summoned before the Management Disciplinary Committee .
20. That anything not specifically covered in these rules shall be referred to the Management Committee , who shall be empowered to make any decision it deems necessary for the well being & running of the League . Any decision the Management Committee makes shall be , at all times , be FINAL & BINDING .
